Taylor and Dillon vie for commonwealth’s attorney
Henrico County’s race for commonwealth’s attorney is being contested by two candidates named Shannon.
The incumbent, Democrat Shannon Taylor, was first elected as the county’s top prosecutor 2011. Her Republican challenger, Shannon Dillon, previously worked as an assistant commonwealth attorney in the county.

Voters in Virginia’s counties and cities elect commonwealth’s attorneys to four-year terms. The primary duty of each elected commonwealth’s attorney is to prosecute all felonies and misdemeanors charged under state law occurring in their district. It has jurisdiction over cases from traffic incidents, to assault and battery and felonies in the general district court, circuit court and juvenile and domestic relations court.

Shannon Dillon is running for commonwealth’s attorney in Henrico County.
The Henrico commonwealth’s attorney currently oversees a staff of five attorneys, 31 assistant attorneys and 15 workers in victim witness.
Taylor is a graduate of the University of Virginia and the University of Richmond Law School. She is the president of the Virginia Association of Commonwealth’s Attorneys, which has 120 members who are elected in Virginia. The group advocates for criminal justice reforms in the General Assembly and collaborates to establish a fair and balanced criminal justice system.
Taylor’s platform includes several priorities: keeping Henrico safe from violent crimes while helping victims and their families, prosecuting hate crimes, stopping domestic violence, protecting the vulnerable, directing addicted people to recovery rather than jails, recognizing the importance of mental health care and having smarter justice — with a focus on rehabilitation.
Taylor’s campaign is far ahead in finances. Taylor began the year with a balance of $165,951 according to the Virginia Public Access Project. She raised $138,075 between Jan. 1 and Sept. 30, according to VPAP.
Dillon’s campaign raised $7,149 between April 6 and Sept. 30, according to VPAP.
Dillon was hired as an assistant attorney in Henrico in 2007. She later left to establish her own private legal practice specializing in state, federal and military defense for the past 15 years.
Dillon graduated from Old Dominion University and earned her law degree from Florida State University. After that, she started her active-duty career in the U.S. Navy, where she became a JAG officer. She served as a prosecutor in the Navy’s trial service office in Norfolk. She was later a senior legal adviser, achieving the rank of lieutenant commander.
Dillon’s platform lists several priorities: the juvenile justice system; guns and violent crime; bridging the gap between law enforcement, the commonwealth’s attorney’s office and the community; training of the assistant attorneys; improving relationships with the judiciary; fiscal management and reduction of waste; improving morale; and improving community outreach, trust and credibility of the office.
Her campaign has been endorsed by prominent Republicans like attorney General Jason Miyares and U.S. Rep. Rob Wittman, R-1st.
