Kenosha County Deputy District attorney Carli McNeill has been named the 2023 Deputy District attorney of the Year. McNeill was honored this fall by the Wisconsin District attorney’s Association, which represents more than 400 criminal prosecutors across the state.
McNeill was honored this fall by the Wisconsin District attorney’s Association, which represents more than 400 criminal prosecutors across the state, for her leadership, outstanding work in Kenosha County and successful prosecution of Mark Jensen in early 2023. McNeill was honored earlier this month at a conference in Elkhart Lake.
“It’s a huge honor to be recognized among your peers,” McNeill said. “I just really appreciate this. … It’s something that a lot of people deserve but not a lot of people actually get that moment. … There are so many deserving people from across the state.”
McNeill first joined the District attorney’s Office as an assistant district attorney in May 2011 and has served as deputy district attorney since summer 2021.

Deputy District attorney Carli McNeill talks about Mark Jensen’s sentencing hearing on Friday, April 14. Her work on the trial was recognized as part of winning the statewide award.
“It’s kind of the only legal work that I’ve ever wanted to do,” McNeill said. “Ever since then I’ve been working hard to do it well.”
McNeill said she was “always interested” in criminal law and thought working as a local prosecutor would be a “good way to use your law degree to serve the community.”
McNeill is a Kenosha County native and attended Central High School. She then earned a bachelor’s degree from Union College in Schenectady, N.Y. After graduation, she attended the University of Notre Dame Law School in Indiana where she earned her law degree.
McNeill said her aim is community safety.
“We are always trying to use our judgement to make decisions for community safety,” McNeill said. “Your job really doesn’t end. When the day is over, your work isn’t over.”
McNeill with special prosecutor Robert Jambois successfully prosecuted Mark Jensen in his high-profile retrial in early this year before Judge Anthony Milisauskas. Jensen was found guilty for the second time of poisoning and suffocating his wife to death in 1998. He will spend the rest of his life in prison without the possibility of parole.
Jambois wrote a letter to the nominating committee stating McNeill “exemplifies the core standards that we seek in all of our leaders.”
Jambois spent much of his letter highlighting McNeill’s work on the long and complex Jensen trial, a case the sparked headlines across the nation.
“I have been a trial attorney for more than 42 years and I have never seen a more compelling opening statement or closing argument in any other case by any other attorney,” Jambois wrote.
McNeill said she’s grateful Jambois “trusted me to do a lot of work on that case.” She said Jambois was “great to work with.”
District attorney Michael Graveley also praised McNeill’s work ethic.
“Carli McNeill is kind of the glue of this place,” Graveley said, adding that she often helps the numerous assistant district attorneys. “She’s got a whole skill set and we’re lucky to have her. I’m really proud of her. She’s done a great job and really deserves this award.”
