Elk Grove Fire District Attorneys To File Dissolution Petition Next Week

Elk Grove Rural Fire Protection District (EGRFPD) trustees took more steps toward winding down the district’s operations last week after ending firefighting the morning of Oct. 1 with little warning.
Ross Secler, an outside attorney for the fire district, attended the Thursday, Nov. 16 fire district meeting where he said documents would be filed with the court next week, including motions asking the court to place a question on the March 2024 Primary Election ballot asking voters to dissolve the district, along with a petition of voters asking for the question already collected.
Secler said he would submit a district geographic survey with the court along with the name of a manager or receiver who could handle district business if the board of trustees is no longer able to function for lack of a quorum.
The fire district’s geographic boundaries have been eroding as surrounding communities have annexed more and more property over the last few years, which substantially decreased property tax revenues coming to the fire district to fund operations.
At the end of September, the decision was made to end firefighting and emergency medical operations as the district was quickly running out of money, an attorney for the district told the Journal & Topics at the time.
Additionally, Stream, a data center company, annexed the Roppolo Subdivision, a neighborhood in unincorporated Elk Grove Township where all the elected EGRFPD trustees live, and began closing on the purchase of those homes last month.
As the board would no longer be able to meet once fire district trustees move out of their homes, trustees designated Dawn Jablonski, treasurer of the board, to carry on the business of winding down the district.
Secler said he would ask a court to appoint Jablonski as a manager or receiver, similar to the executor of an estate for the district when he files other documents with the court next week.
After a recent court settlement involving Mount Prospect and Elk Grove Township, a government not affiliated with EGRFPD, it was determined that Mount Prospect Fire Dept. would eventually take over firefighting and emergency medical response for the district.
After Elk Grove Township Fire Dept. operations ended Oct. 1, fire chiefs in Mount Prospect, Elk Grove Village and Des Plaines executed a proposed plan, never agreed to by EGRFPD trustees, to expand their coverage areas into unincorporated Elk Grove Township which includes several trailer parks, until Mount Prospect could fully expand their operations.
Mount Prospect Fire Chief John Dolan attended the Nov. 16 meeting and provided an update on how the transition was proceeding. He said Mount Prospect firefighters were trained on an Elk Grove Township Fire tanker truck, which holds 2,000 gallons of water to fight fires in trailer parks not equipped with hydrants.
The court settlement will allow Mount Prospect to use the Elk Grove Township fire station. Dolan said Mount Prospect Public Works officials have inspected the station, identifying needed building improvements. He said the biggest delay in moving in is equipping the building with communications equipment compatible with other Mount Prospect systems and area dispatch centers. Dolan said getting Comcast to install that fiber communications system could take three to four months.
